Morad Shaker, Founder and President of Shaker International Enterprises, has announced the formation of the Shaker Global Foundation for Second Chances, a new founder-funded initiative headquartered in Cheyenne, Wyoming, with a long-term vision reaching far beyond one city, one state, or one country.

The Foundation was recently registered as a Wyoming public benefit nonprofit corporation. Its first public presentation is now online at www.shakerglobalfoundationforsecondchances.org, where visitors can view the Foundation’s legal-registration status and follow future announcements as the organization develops.

For Shaker, the Foundation represents more than a new organization. He describes it as a decades-long personal dream: to build a serious, dignified, and practical path of hope for people affected by incarceration.

“This is not only about a person after they are released,” Shaker said. “It is about giving hope while they are still inside. It is about helping a person understand that their life is not finished, that they still have value, and that when the prison gate opens, they do not have to feel alone.”

The planned model is designed to look beyond a single moment of release. It will focus on the difficult transition from incarceration back into family life, community life, work, responsibility, and personal stability. The Foundation’s future programs and operating direction will be announced in stages.

Shaker says the goal is to create a structured second-chance pathway that can encourage accountability while also offering genuine human dignity. He believes that successful reentry can strengthen families, reduce repeated hardship, support safer communities, and help lessen the long-term public cost of failed reentry for local communities, states, the federal government, and American taxpayers.

The Foundation will begin its public work from Cheyenne, Wyoming. But Shaker has made clear that its vision is larger.

“This begins in America, but human dignity does not end at a prison gate and it does not stop at a border,” he said. “The headquarters will be in Cheyenne, Wyoming, but the message is for the rest of the world: every human being deserves the opportunity to rebuild.”

Shaker International Enterprises is the parent organization behind a growing group of humanitarian, civic, media, and international initiatives. With the registration of the Shaker Global Foundation for Second Chances, Shaker now has nine nonprofit organizations registered in Wyoming, all founded and personally funded by him.

The Second Chances Foundation has been placed among his highest priorities.

Unlike many new charitable initiatives, Shaker says this Foundation will not begin by asking the public for money. It will not accept donations, grants, financial contributions, or funding from private individuals, churches, ministries, government agencies, states, prisons, or other outside entities.

The Foundation will be funded privately by Morad Shaker.

That decision is central to the model, according to Shaker. He wants the early stage of the Foundation to be built without pressure from fundraising, donor expectations, political interests, or outside financial influence. The focus, he says, must remain on designing a responsible and credible structure from the ground up.

“This work is too important to be rushed,” Shaker said. “I will personally handle it from A to Z. We are going to build something serious—something that gives hope, creates responsibility, protects dignity, and shows people that they are not forgotten.”
The Foundation’s leaders emphasize that its future work will not romanticize crime or ignore accountability. The vision is centered on people who are ready to rebuild their lives and on the families and communities affected by their return.

For a person preparing for release, the uncertainty can be overwhelming. Many face fractured family relationships, no reliable work, limited housing options, stigma, and the fear of beginning again with no support system. The Foundation’s future direction is intended to answer that fear with a clear message: someone is with you, and a new beginning is possible.

Within the next 15 days, the Shaker Global Foundation for Second Chances expects to issue its first major press release. That announcement will introduce the first direction of the Foundation, outline the next steps, and provide the public with a clearer view of how the national launch will begin.

For now, the message is simple:

A new gate of hope is opening.
