Operation Bangladesh has announced that Morad Shaker, founder of the initiative, has opened a founder-initiated international petition for the people of Puerto Rico, marking a significant step in the program’s wider humanitarian access framework beyond its original Bangladesh-centered structure.

The petition is being introduced as a peaceful humanitarian access request designed to explore how the Operation Bangladesh model, together with the broader Shaker Global Poverty Reduction Ecosystem, may support underserved communities through future pathways connected to education, job creation, community uplift, opportunity, and long-term dignity.

Puerto Rico was selected by Morad Shaker due to his personal connection to the island and his belief that its communities deserve broader attention, stronger opportunity pathways, and greater support for future generations. After spending several months in Puerto Rico, Shaker observed the island’s beauty, resilience, cultural strength, and continuing challenges faced by many families, workers, students, and children.

The founder-initiated petition for Puerto Rico marks a significant turning point in the history of Operation Bangladesh. The initiative was originally created for Bangladesh and was not designed to prioritize Puerto Rico or any higher-income U.S.-connected territory ahead of lower-income nations. However, following serious disruptions, violations of trust, and unresolved circumstances connected to the Bangladesh phase, the founder made the difficult decision to begin reviewing selected communities outside Bangladesh for possible humanitarian access. Puerto Rico is now one of those communities. If future support, opportunity, or long-term programs are developed there, they may represent part of a reallocation process that was never originally planned, but became necessary after the original Bangladesh-centered pathway was damaged.

“Puerto Rico is part of the United States, and the United States is my home,” said Morad Shaker. “Like Hawaii, Puerto Rico is an island with proud people, deep culture, and unique challenges. I believe the children and future generations of Puerto Rico deserve every possible opportunity to build a stronger future.”
